É pena vermos os movimentos cívicos reunidos por boas causas adotarem as mesmas táticas do poder político para conseguirem ganhar tração nesse mundo.

Como já disse neste blog, a pista da Horta precisa de RESA. É triste que tenha que haver um movimento cívico para que se dê atenção a este fato. Mas também a pista da Graciosa e a das Flores se encontram na mesma situação. Quando as Autoridades exigirem a RESA na Horta, terão de ser coerentes e fazer o mesmo na Graciosa e Flores, pois também recebem aeronaves de código 3D.

Por outro lado, quer o anexo 14 da ICAO quer o CS-ADR-DSN da EASA obrigam à existência de 90 metros de RESA. No entanto a ICAO recomenda e a EASA obriga que a extensão da RESA seja de 240 metros, sempre que praticável. Nos Açores, apenas Santa Maria dispõe de RESA com 240 metros de extensão. Pico, São Jorge e Ponta Delgada têm RESA de 90 metros, não era praticável (pela relação custo/benefício, tudo seria praticável com fundos inesgotáveis) construir RESA maior. As Lajes nem têm RESA declarada, provavelmente pela sua condição militar, embora conte com stopways consideráveis.

Assim, é interessante que o movimento cívico apenas faça referência à necessidade de RESA com 240 metros. Afinal, quanto maior for a RESA, maior pode ser a extensão inicial de pista que entra para as contas das distâncias declaradas de descolagem. Mas a que custo?

Porque se o problema não são os custos, por que razão é que ainda não se implementou RESA na pista da Horta?

CS ADR-DSN.C.210 Runway End Safety Areas
(a) The safety objective of the runway end safety area (RESA) is to minimise risks to aircraft and their occupants when an aeroplane overruns or undershoots a runway.
(b) A runway end safety area should be provided at each end of a runway strip where:
(1) the code number is 3 or 4; and
(2) the code number is 1 or 2 and the runway is an instrument one.

(a) Length of RESA
A runway end safety area should extend from the end of a runway strip to a distance of at least 90 m and, as far as practicable, extend to a distance of:
(1) 240 m where the code number is 3 or 4 and
(2) 120 m where the code number is 1 or 2 and the runway is an instrument one;

(b) Notwithstanding the provisions in (a) above, the length of the runway end safety area may be reduced where an arresting system is installed, based on the design specifications of the system.
(c) Width of RESA
The width of a runway end safety area should be at least twice that of the associated runway and, wherever practicable, be equal to that of the graded portion of the associated runway strip.

3.5 Runway end safety areas
General
3.5.1 A runway end safety area shall be provided at each end of a runway strip where:
— the code number is 3 or 4; and
— the code number is 1 or 2 and the runway is an instrument one.

3.5.2 Recommendation.A runway end safety area should be provided at each end of a runway strip where the code
number is 1 or 2 and the runway is a non-instrument one.
Dimensions of runway end safety areas
3.5.3 A runway end safety area shall extend from the end of a runway strip to a distance of at least 90 m where:
— the code number is 3 or 4; and
— the code number is 1 or 2 and the runway is an instrument one.
If an arresting system is installed, the above length may be reduced, based on the design specification of the system, subject
to acceptance by the State.
Note.— Guidance on arresting systems is given in Attachment A, Section 10.
3.5.4 Recommendation.— A runway end safety area should, as far as practicable, extend from the end of a runway
strip to a distance of at least:
— 240 m where the code number is 3 or 4; or a reduced length when an arresting system is installed;
— 120 m where the code number is 1 or 2 and the runway is an instrument one; or a reduced length when an arresting
system is installed; and
— 30 m where the code number is 1 or 2 and the runway is a non-instrument one.
3.5.5 The width of a runway end safety area shall be at least twice that of the associated runway.
3.5.6 Recommendation.— The width of a runway end safety area should, wherever practicable, be equal to that of the graded portion of the associated runway strip.

Está a esquecer a pista do Corvo que é a menor dos Acores e também recebe o Dash 200. Se o Pico necessita grooving mais razão para o Corvo também ter!!!! Convém ter presente que os aeroportos dos Açores são as nossas autoestradas!!
